In Governor Wennessy's
despatch No. 48 of 29th April, 1881, and
again
in his
despatch W.36 of 28th
Over
February 1882, charges of neglect of - duty are made against the Colonial Secretary and the Head of the Audit Department which if passed without protest might be assumed to be admitted. These charges -directed against Dr Stewart and myself and as they are not, I respectfully submit, borne out by facts, I beg to request Your Lordship's consideration of the following
observations.
